Editorial Policy of the Journal

1. The basic principles of the Journal’s editorial policy are the implementation of ethical standards in relation to the papers and dissemination of the results of scientific research, in collaboration with authors on the basis of justice, objectivity and honesty. Information on the availability (unavailability) of paid services should be indicated on the Journal’s website. The author must approve the final text of the article; in case of several authors, the consent of all authors for publication should be obtained. The timing of decisions on publication of articles by the editorial board of the Journal should be set out in a clear and constructive form on the Journal’s website. The editorial board must ensure the withdrawal of unethical papers from scientific space and require authors to indicate sources of funding in order to prevent conflicts of interest.

2. A very important aspect of the Journal editorial policy is the fight against unethical behaviour in scientific publishing. Authors are forbidden to independently provide reviews of their own articles, carry out contractual reviews, as well as to sell co-authorship, gift co-authorship, change the composition of author’s team. It is forbidden to submit the texts of articles to other journals without the consent of the authors and transfer the materials of authors to third parties. The editorial board should identify manipulations with citation, plagiarism, falsification and fabrication, preventing the appearance of unethical scientific papers on the pages of the Journal.

3. The editorial board of the Journal considers full disclosure as one of its most important priorities. The Journal guarantees open access to publications, ensuring the storage of materials in leading libraries of the country and information transparency, providing publicly available information about publication ethics and peer review, journal policy, manuscript submission requirements, guidelines for authors, information on the availability of materials and other materials on the Internet. That is, at free access users are allowed to: read, download, copy, distribute, print, search or find full texts of the Journal’s articles by reference without prior permission from the publisher and the author.

4. The editorial policy of the Journal imposes certain duties on members of the editorial staff, editorial board and reviewers, who should be guided by basic principles of publication ethics in their activities. Under the current laws of the Russian Federation and the regulations of international standards, they must keep the information secret and should not use unpublished copyright materials in their own research without the written consent of the author. In case of breaching this requirement, the editorial board of the Journal will take appropriate measures to objectively clarify and publicly analyse all the circumstances of ethics violation and abuse of official position by members of the editorial board and reviewers.

5. According to the editorial policy of the Journal, authors should:

– submit independent research papers to the Journal, meeting the requirements of ethics and objectivity within the scientific discussion. Obviously inaccurate and incorrect adoption indicates unethical behaviour of the author, thus making the paper unacceptable for publication in the Journal.

– ensure that the article is a completely original paper. Plagiarism in all its forms, falsification and fabrication of data are unethical behaviour of the author and are unacceptable.

– ensure that the submitted article is not sent to other journals and in case of any co-authors ensure that all co-authors agree to publish the final version of the article.
