Head of over 10 scientific projects on the Arctic within the framework of the state assignment of the Ministry of Science and Higher Education of the Russian Federation, projects of the Russian Science Foundation and The Russian Foundation for Basic Research. Member of the Public Chamber of St. Petersburg, Deputy Chairman of the Public Council at Roskomgidromet (Federal Service for Hydrometeorology and Environmental Monitoring), member of the Russian Association of Marine and River Bunker Operators, Vice President of the Interregional non-governmental organization "Association of International Maritime Law". In 2015—2018 he was a member of the State Commission for the Development of the Arctic.
Chairman of the Editorial board of the "Gidrometeorologiya i Ekologiya" journal. Member of the Editorial board of the "Information Technologies and Systems: Management, Economics, Transport, Law" journal.
Author of about 50 scientific works, including 3 textbooks and 4 monographs on the problems of international maritime law, ensuring national security and sovereignty of the Arctic, combating illegal acts against commercial navigation.
